UNIDAD NACIONAL PARA LA GESTIÓN DEL RIESGO Y DIMAR PREPARAN SIMULACRO CONTRA TSUNAMI

*Este jueves  14 de marzo en las  instalaciones del SIES, ubicadas al lado del Canal Regional Teleislas.

Con los objetivos de probar los canales de comunicación entre los miembros del Consejo Departamental de Gestión del Riesgo y validar la preparación para responder a ante una emergencia de tsunami, la Unidad Nacional para la Gestión del Riesgo de Desastres en coordinación con la Dimar, llevarán a cabo un simulacro con personal militar.

El evento, que se llevará a cabo este jueves  14 de marzo en las  instalaciones del SIES, ubicadas al lado del Canal Regional Teleislas, se limitará a probar la eficacia de los dispositivos de alarma, vigilancia y aviso de todos los organismos del departamento encargados de la gestión de situaciones de emergencia. 

Durante la actividad, se simulará una situación de alerta por tsunami que requerirá la toma de decisiones por parte de las autoridades y la acción de la comunidad.

Tras el proceso se evaluarán varios aspectos, como los planes de contingencia, tiempo de evacuación, rutas utilizadas y más.

PROGRAMA NACIONAL DE ESTÍMULOS 2019

El 14 de marzo de 8:00 a.m. a 12:00 m. en el Auditorio de la Gobernación Departamental, se socializará el Programa Nacional de Estímulos 2019 del Ministerio de Cultura, por lo que la Secretaría de Cultura, invita a todos los actores culturales, creadores, artistas, investigadores, e instituciones del sector cultural, para que aprovechen este escenario lleno de oportunidades.

Esta invitación es extensiva especialmente para la población en situación discapacidad del archipiélago porque la cultura también es una herramienta de inclusión y deben aprovechar igualmente estas oportunidades.

Durante la socialización se darán las debidas explicaciones sobre qué documentos y otros requerimientos son indispensables para participar de la convocatoria a la que pueden inscribirse personas naturales, personas jurídicas y grupos constituidos.

GOVERNOR IN CHARGE OF THE DEPARTMENT LEAD DIALOG WITH INHABITANTS OF NATANIA FOURTH DISTRICT

·During his tour, the Governor in charge made the announcement of delivery of works within two months at the latest, time in which the system of connections of water pumping and sewage flow will be verified.

·The last item on the agenda focused on the security of the area. The Governor in charge announced that, together with his team, he will work on the deterrence and control of crime, in order to strengthen security.

With a day of accompaniment in the sector of Natania´s fourth district, the Governor in charge, Juan Francisco Herrera Leal led a dialogue with the inhabitants of the sector to know first-hand their needs, complaints and questions. In addition, he made a tour of the main aqueduct and sewer works that are developed in the sectors of District Four.

The Governor of the islands had the presence of some of his staff members, headed by the Secretaries of Government, Romulo Areiza Taylor; Infrastructure, Ninosthka Hudgson Hernandez and Public Services and Environment, Johan Mancilla Fayllace, who further explained to the citizens the projects that are currently being implemented and the development plans designed for the future.

"We have been with the community trying to understand some problems of flooding that occur in these streets and some works that are advanced by the Administration that generate a bit of uncertainty in the community. We have been talking to them, we explained to them about the mega work of District Four with the fluvial system and we hope that many of their concerns have been resolved,"said Herrera Leal.

THE PROCESS OF CREATION OF THE PUBLIC POLICY FOR PEOPLE IN CONDITION OF DISABILITY BEGINS

·It will seek to provide comprehensive rehabilitation services, but with a differential component that implies science and technology.

·The meeting resulted in four commitments that will be constantly monitored, in order to ensure compliance.

With great success and participation, the first session of the working groups was held with the population with disability condition, caregivers and entities. The event which was carried out by the Secretariat of Social Development, together with the Disability Program of the Presidency of the Republic, resulted in great progress in what will be the construction of the Public Policy for individual in condition of Disability.

According to the Secretary of Social Development, Iracema Taylor McLaughlin, one of the commitments of her secretariat is to guarantee spaces for consultation, development and entrepreneurship for citizens with disabilities.

"We want to strengthen this public policy and for us as a Government it is important to listen to the opinion of each of the protagonists. Therefore, the Secretariat of Social Development opens this type of space for the community to come, participate, make known their opinions, express what they think should be changed or what is the best course that this proposal should take. We are very happy because the community attended. There was an excellent participation on part of the people and their contributions were of great importance because we managed to get on track and establish what we need, how we can obtain it and what is the best way to guarantee the rights of people with disabilities,"said the secretary.

On the other hand, Jairo Clopatofsky, senior counselor for the Disability of the Presidency of the Republic, within his speech said that during his tenure, they will seek to provide comprehensive rehabilitation services, but with a differential component that involves science and technology.

"All policies that are implemented now are those that will be reflected tomorrow. Together with the Departmental Government, we have been working in an articulated manner. We are very connected with the disabled population, and caregivers. In addition, everything that has to do with direct or indirect relationships with this population. Fabulous ideas are emerging, which are located within a context of reality to land them and turn them into facts, which is the most important thing,"said Clopatofsky Chisays.

Similarly, the activity was attended by Nubia Suta, adviser of the Ministry of Culture, who socialized that the National Program of Incentives has opened the call addressed to this population entitled 'Recognitions to the sociocultural inclusion of the population with disability', that goes until April 12^th. The invitation is addressed to legal persons, constituted groups or natural persons that are linked to these groups, so that they can presented and participate for the seven incentives, each with a value of $ 17.000.000 each.

The meeting resulted in four commitments that will be constantly monitored, in order to ensure compliance. These responsibilities are:

1.    Start of the bidding process for the acquisition of an advisor that will be located at the Local Government. Requirement that not only the population with disabilities, but elderly and control agencies such as the Ombudsman.

2.    Support for the Paralympic sports project in the year 2020, in which the island athlete, Michael Villar Corpus, will participate.

3.    Complying with public disability policies at the national level, the labor inclusion of people with disabilities will be guaranteed in the Secretariats of Mobility, Culture, among others.

4.    Construction of articulation strategies in conjunction with SENA for the inclusion and training of people with special needs.

It should be noted that on May 22^nd, there will be the second disability committee, where it is expected to deliver a positive part of the progress made in the commitments.

LOCAL GOVERNMENT AND ANDI IS WORKING ON A PLAN OF ACTION TO ERADICATE OPEN AIR GARBAGE DUMPS

 

·It is important that the community understands the danger it presents to the environment of the island by making a bad disposition of scrap and special elements.

·The waste produced must be treated in an appropriate manner, so it does not contaminate air, water and the environment.

In order to identify the critical points where the community has illegally disposed of white line waste, the Secretariat of Public Services and Environment, together with the Environmental Corporation Coralina and the National Association of Businessmen of Colombia (ANDI), made a visit to establish possible solutions to the problem.

According to secretary, Johan Mancilla Fayllace, it is important for the community to understand the danger it represent to the environment of the island due to the bad disposition of scrap and special elements.

"With the Secretariat of Mobility, Coralina and businessmen of the ANDI, we made visit to all the different points of the island, where we found scraps stored illegally on the streets. We found abandoned vehicles on private properties and in other sectors such as the area known as 'La curva de la virgencita', where we found an open-air dump. In addition, we visited the premises where motorcycles are stored and other types of vehicles, mechanical shops, among others that are around the island,"said the Secretary.

This tour allowed the Secretary to quantify the amount of waste, in terms of tonnage and volume, currently on the island. Similarly, Mancilla Fayllace added that this amount of waste produced should be treated in an appropriate manner, so as not to contaminate the air, water and the surrounding environment, as it can cause health damage among other things.

"We finished the tour with a visit to Green Point, the only collection center available for this activity,"said the Secretary.

The composition of these dumps is voluminous, less biodegradable and with high rates of toxic materials, which is related to diseases, pests, insects, rodents and bad odors. Therefore, this plan to eradicate open-air garbage dumps will help mitigate the negative environmental effects that affect the well-being of current and future generations.

"The final result of this visit will be to assemble logistics between all entities to achieve the extraction of all this material that is on the island through the support of the National Navy, private personnel, among other companies. What we want is that the provision is made properly and without affecting the environment,"he concluded.

WITH GREAT PARTICIPATION OF TOURIST OPERATORS ON JOHNNY CAY, LOCAL GOVERNMENT OPENED A TRAINING CYCLE

 

·  More than 70 tour operators received training in food handling, customer service, new National Police Code, among others.

·  The training also aims to raise the level of service to tourists who visit the island.

Operators of tourist services of the Johnny Cay Regional Park were committed, attentive and receptive during the opening of the period of training provided by the Secretariat of Tourism, as a team with the secretariats of Government, Health and the National Police in the Department.

In two days from 8:00 a.m. to 12:00 noon and from 2:00 p.m. to 6:00 p.m., there will be training for more than 70 attendees in food handling, customer service, the new National Police Code, among others. In addition, a space is provided and encouraged to listen to the requests and suggestions made by the operators.

At the auditorium of the National Police, they gave start the event in which they also announced that tourism figures are placed with a stable and positive growth. According to the Secretary of Tourism, Yadira Olivo Florez, it was important to resume this round of training, mainly after the alliances achieved during the ANATO Tourist Showcase.

"The goal is to change the concept of tourism that we have and what we are receiving. We have to work hand in hand with all institutions, both public and private, to really make San Andres what it is, a Seaflower Biosphere Reserve. For this, it is necessary that all these events that happen become information multipliers. From here, we raise awareness so we can take care of our Department, take care of our wealth and take care of the fauna and flora," said the Secretary.

The training also aims to raise the level of provision of service to tourists who visit the island. For Olivo Florez, it is important to instruct and educate the operators about the importance of providing a good service and offer quality in the offer, as well as an excellent personal presentation.

"People are very happy. Now we have to promote loyalty and concrete those possible alliances and businesses that came from the Departmental Government. We have some very important appointments and we are in the process of crystallization and carry them out to be able to concrete specific business for the Department: I think it was an opportunity and a very valuable platform for the Department, businessmen and tour operators,"concluded the secretary of Tourism.

The Departmental Government of San Andres, Providence and Santa Catalina, is committed to the construction of the course to provide a memorable experience for tourists visiting the Archipelago.
