The Departmental Archipelago of San Andres, Providence, and Kethleena, has begun a process of Territorial Autonomy Gestation, in its condition of Insular Territory and ethnic people who are recognized by the National Constitution (Article 310) and other regulatory frameworks such as: Agreement 169 ((OIT-ILO) of 1989 adopted by Colombia through law 21 of 1991, Act 70 of 1993, among others.

In this regard, the EXPLORATORY FORUM ON EXPERIENCES OF TERRITORIAL AUTONOMY FOR ETHNIC COMMUNITIES has been organized for April 11 and 12 in order to "meet, discuss, share, and reflect on the progress in regards of autonomy in other regions and countries as well as the implications of its applicability to our island territory ".
The Departmental Government together with the Ethnic Raizal People has organized this event as a preliminary action to approach the construction of a RAIZAL STATUTE as guarantor instrument of recognition of legal and constitutional rights of this community.
